NANJING, 11 December 2025 – Sarawak’s green industrial ambitions is set for a major boost with an estimated investment value of 7 billion USD projected over the next 10 years, contributed collectively by the seven (7) strategic partners under the Kuching Low-Carbon Hub (KLCH). The development marks a cornerstone initiative in Sarawak’s broader strategy to position itself as a leading low-carbon and sustainable industrial powerhouse in Southeast Asia.
Petroleum Sarawak Berhad (PETROS) and China Jiangsu International Economic and Technical Cooperation Group Ltd. (CJI) today signed Memorandum of Understanding (MOUs) with seven (7) leading Chinese enterprises and one regional business alliance.
The MOUs were seven key entities, strategically selected to drive the KLCH's multifaceted industrial development across critical sectors. These include the Jiangsu Unicorn and Gazelle Enterprise Alliance, CUCDE Environmental Technology Co., Ltd., Nanjing TOUA Hardware & Tools Co., Ltd., Nanjing Wondux Environmental Protection Technology Corp., Ltd., Jiangsu Ankura Smart Power Station Technology Co., Ltd., the ASEAN Jiangsu Chambers of Commerce Alliance (AJCCA), and Jiangsu Complete Equipment Co., Ltd., representing a targeted collaboration in environmental technology, advanced manufacturing, smart infrastructure, and trade facilitation.
In outlining Sarawak’s green economic direction, the Premier emphasised that the development of the Kuching Low-Carbon Hub is anchored on the state’s inherent strengths.
“Firstly, Sarawak has an abundant supply of natural gas, which serves as a critical feedstock for the expansion of gas-based petrochemical industries in Kuching. Secondly, we have ample water resources, an essential component for the growth of our industrial zones,” he said.
He further highlighted Sarawak’s collaboration with China Jiangsu International (CJI), noting the company’s strong global footprint, including major investments across Africa and other regions.
“In Sarawak, CJI is working with us on the development of a new industrial hub in Tanjung Embang, where we are establishing a deep-sea port and a gas terminal.”
He noted that the Tanjung Embang area holds significant potential for carbon storage, positioning Sarawak as an attractive destination for investments in the emerging low-carbon economy.
“These developments will support and power industries in Sarawak, enabling them to compete in the international market,” he said.
At a Press Conference held after the MoU Signing today, the Premier said “There is a cooperation between China Jiangsu International and PETROS. Being the developer of this particular region, Jiangsu will provide its expertise to develop similar industrial parks worldwide.”
He further added, “PETROS, of course, our state enterprise will provide resources. With the accumulation of these two, it enables Tanjung Embang to be a very significant industrial low carbon park in not only Malaysia, but in ASEAN,” he stated.
With the signing of these MOUs, Sarawak signals a decisive step forward in realising its vision for a sustainable, innovation-driven industrial landscape. The strategic partnerships secured by PETROS and CJI not only broaden international confidence in the Kuching Low-Carbon Hub, but also reinforce Sarawak’s position as a regional leader in the green economy.
As collaborative efforts advance in Tanjung Embang and beyond, Sarawak is poised to attract high-value investments, strengthen its low-carbon ecosystem, and propel Sarawak towards long-term industrial resilience and global competitiveness.
